About Dr. Carlos M. Chang
Carlos M. Chang, Ph.D., P.E., is an Associate Professor in the Department of Civil and Environmental Engineering at Florida International University (FIU) and serves as the Advisory Board Liasson. Prior to joining FIU, he held the position of Associate Professor in the Department of Civil Engineering at the University of Texas at El Paso (UTEP), Associate Researcher at the Texas A&M Transportation Institute (TTI), and external consultant for the Inter-American Development Bank (IDB) and international engineering firms.
Recognized as a global expert in infrastructure, Dr. Chang specializes in pavements and bridges, with research focused on the development of innovative concepts, methodologies, and practical tools for engineering and management applications. His expertise includes asset management, infrastructure management systems, knowledge management, life-cycle cost analysis, multi-objective decision-making, pavement design and management, performance modeling using AI tools, risk assessment, and sustainability.
Leveraging this expertise, Dr. Chang has led more than 30 research sponsored by the National Highway Cooperative Research Program (NCHRP), the Interamerican Development Bank (IDB), the Metropolitan Transportation Commission (MTC) in California, the Accelerated Bridge Construction Center (ABC), the Texas Department of Transportation (TxDOT), the El Paso Metropolitan Planning Organization (MPO), and the City of El Paso. Dr. Chang's academic contributions are widely recognized, with over 250 publications including books, conference proceedings, peer-reviewed journals, and technical reports. He also serves as Editor-in-Chief and reviewer for peer-reviewed journals and conference proceedings.
Driven by his passion for education, Dr. Chang has built an extensive teaching portfolio with more than 30 academic and professional development training courses. In his courses, he integrates cutting-edge research, engineering best practices, and new technologies, including Artificial Intelligence (AI) tools. He received the 2018 Excellence Award by the Texas Society of Professional Engineers (TSPE), and the 2024 Engineering Faculty Member of the Year Award by the Florida Engineering Society (FES).
Dr. Chang is licensed as a professional engineer in Florida, Texas, and Perú. He actively participates in both academic and professional communities, holding several leadership positions. He serves as President of the International Society of Maintenance and Rehabilitation of Transport Infrastructure (iSMARTi), Chair of the International Road Federation (IRF) Asset Management Task Force, U.S. Delegate of the Ibero-Latin American Asphalt Congress (CILA), and Secretary of the Florida Engineers in Education Committee of the Florida Engineering Society (FES). He formerly served as Chair of the ASCE Infrastructure Systems Committee, and Research Coordinator of the Transportation Research Board Pavement Management Systems Committee. He is also a recipient of the International Road Federation Fellowship and the Achievement Award for Outstanding Service by iSMARTi. As a trusted voice in his field of expertise, Dr. Chang is a recognized leader in transportation asset management and is frequently invited as a keynote speaker and subject matter expert.
